RR No. 4-2019: Revenue Regulations Implementing the Tax Amnesty on Delinquencies

Revenue Regulations (“RR”) No. 4-2019, which will implement the provisions on tax amnesty on delinquencies under Republic Act No. 11213 (“Tax Amnesty Act”), will take effect on April 24, 2019. This RR No. 4-2019 covers tax amnesty on delinquencies for internal revenue tax liabilities for taxable year 2017 and prior years.
Taxpayers have one year from the effectivity of RR No. 4-2019, or until April 24, 2020, to file their application for tax amnesty.
The tax amnesty rates are: 40% for delinquent accounts which have become final and executory; 50% for cases with final and executory court judgment; 60% for criminal cases pending before the DOJ or the Prosecutor’s Office; and 100% for withholding agents who failed to remit to the BIR taxes they withheld.
